DESCRIPTION:This four-hour block of ABC Training will include an introduction and overview of the Department of Alcoholic Beverage Control and its mission. The course will address Peace Officer inspection rights and tools for inspection, giving Officers valuable information regarding the best way to conduct premises and bar checks while on duty. ABC License Retail Operating Standards and responsibilities of ABC licensees will also be discussed as well as locations that sell or serve alcohol without a license.Several types of ABC violations will be reviewed, including but not limited to: minors in possession of alcohol, sales of alcohol to a minor, unlawful possession of distilled spirits, condition violations, narcotic sales, drink solicitation, after hours, etc. This will also include safety considerations when conducting investigations in both a uniform and undercover capacity.Officers will learn about the Minor Decoy and Shoulder Tap programs that the Department and other Police Agencies utilize to combat sales or furnishing of alcohol to a minor. Officers will learn about choosing decoys, Rule 141 of the California Code of Regulations, and relaying results to ABC.Officers will be made familiar with T.R.A.C.E (Target Responsibility of Alcohol Connected Emergencies), so that those who may encounter these types of calls or situations may use this resource to assist them in conducting their investigations. Other backtrack investigation points will be presented as well.
